There are some surprising Flying-types that are grounded. For instance, Bird Pokémon are plentiful in the series, but having wings isn't completely indicative of the ability to learn the move Fly. However, there are often specific characteristics or logical explanations that can justify these decisions as not being complete oversights. Oddly enough, not all Flying-type Pokémon can learn the move Fly, and on the flip side, there are several non-Flying Pokémon that can learn it. Hidden Machine moves (HMs) have been a staple of the Pokémon games for years, although they're starting to be phased out if Sword & Shield are anything to go by.
